Mrs. Winans and the Board of Supervisors presented a resolution recognizing Phil Heins upon the occasion of his retirement as Hanover's Director of Emergency Communications. Mr. Heins has served the County since May 1976, as a full-time Emergency Communications Officer and Supervisor before being named Director in 1983. He has been recognized as one of the leading professionals and major authorities in the area of emergency communications in the Commonwealth and was elected by his peers to serve as President of the Virginia Chapter of the Association of Public Safety Communications Officials (APCO) and President of the Virginia Chapter of the National Emergency Number Association (NENA), during which time he represented all Virginia emergency communications professionals. He also was appointed by the Governor of the Commonwealth of Virginia to serve as a member of the Wireless E-911 Services Board, representing all Public Safety Answering Points throughout the Commonwealth. Philip M. Heins constantly strove to make the Hanover County Emergency Communications Department one of the best in the Commonwealth of Virginia in the areas of professionalism, training, equipment, and customer service. The Board thanked Mr. Heins for his achievements and for his outstanding dedication, sense of duty and professional accomplishments as the Director of the Hanover County Emergency Communications Department and extended to him its sincere thanks and appreciation for his exemplary and outstanding service of the last 35 years and to wish him the very best at his retirement effective June 1, 2011. |

Mrs. Winans and the Board of Supervisors presented a resolution recognizing Dr. Stewart Roberson upon the occasion of his retirement as Hanover’s School Superintendent. Dr. Roberson has been Superintendent since 1995, tied for the third-longest tenure among Hanover County School Superintendents. While controlling costs, under Dr. Roberson’s leadership the County’s Public Schools have raised the bar of achievement and achieved much distinction. Dr. Roberson’s service to Hanover County also is exemplified through many significant achievements; in particular, the development of the JROTC Program and the creation of a trades and technology school. His community leadership includes serving as Chairman of the Leadership Metro Richmond Board of Directors and as a member of the Greater Richmond Chamber of Commerce Board of Directors. The Board recognized and congratulated Dr. Roberson for his 16 years of outstanding service to Hanover County and offered its best wishes for the future and a long, healthy, and happy retirement. |

Smart Beginnings Greater Richmond, April 13, 2011 |
Mrs. Winans and the Board of Supervisors presented a resolution in support of the Regional Plan for Children's School Readiness. This Plan provides a 'map' to achieving the vision that all children, ages 0-5, in the Richmond region will be healthy, well-cared for and ready to succeed in school and in life. The goals, objectives, strategies and indicators of the Plan were developed and approved through a collaborative community process led by Smart Beginnings Greater Richmond, an initiative of the United Way of Greater Richmond & Petersburg and the Greater Richmond Chamber. The coalition of public and private agencies involved in the plan included 11 local jurisdictions (the counties of Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent, Powhatan, the cities of Colonial Heights, Petersburg and Richmond and the town of Ashland) and citizens working together as the mobilizing force. An outcome of the plan was a decision by members of the Coalition's Ready Schools Action Team to hold kindergarten registration on April 7 this year, raising awareness of kindergarten readiness through this regional registration date. The Board endorsed the Regional Plan for Children's School Readiness and pledges to actively support the Coalition so that all children in the region will enter school ready to succeed. |

William “Bill” McKim, for over 44 years as an adult leader has brought Scouting’s program of character development, citizenship training and personal fitness to hundreds of boys in the Richmond, Mechanicsville, and Atlee communities, was recognized by Mr. Setliff and the Board of Supervisors. McKim, while serving over 25 years as Scoutmaster, has led many youth on the journey to the Eagle Scout Award, the highest rank awarded in Boy Scouts of America, and his legacy is represented by the professional and community service now provided by local doctors, engineers and teachers who learned the true value of service to their fellow man under his leadership. He has received numerous BSA service awards and was recognized in 1977 with the Robert E. Lee Council Silver Beaver award for long time, outstanding service to youth. He has also received The Good Shepherd Emblem, a national recognition for adults who have rendered outstanding service to Baptist youth through their church and Boy Scouts of America. Bill McKim continues to serve Scouting as faithful servant in the Order of the Arrow Scouting’s honor Society, the Heart of Virginia Council as a member at large since 1988, and Assistant Scoutmaster in Troop 521. |

Susan Leachman, who recently retired from Hanover County’s Electoral Board, was recognized by Mr. Stanley and the Board of Supervisors. During her tenure the Electoral Board implemented the 2001 County reapportionment and made provisions for the State reapportionment in the same year; initiated electronic voting methods; conducted 36 elections; recruited Officers of Election; and recognized the end of the term of one voting registrar and appointed another voting registrar. The Board recognized her “valuable public service for the residents of Hanover County through her active participation and dedication to the work of the Electoral Board and to the goal of providing efficient and fair voting practices within the County.” |

Donna Douglas, who until recently was Director of Hanover County’s Department of Social Services, was recognized by Mrs. Winans and the Board of Supervisors for her 17 years of service to the County. During her career in Hanover County Donna Douglas received the Community Partnership Award from Virginia Commonwealth University; the Local Human Services Award for Department Innovations from the American Public Human Services Association; and the President’s Award for Outstanding Service to the Virginia League of Social Services Executives. She served as Chairperson for the local council of the American Public Human Services Association (APHSA) – the first woman in 75 years to do so – and is a Member of the U.S. Productivity and Quality Assurance Board. Earlier this month Douglas was appointed by Gov. McDonnell as Deputy Commissioner for Organizational Development for the Virginia Department of Social Services. |

Go Green Challenge Award, Jan. 12, 2011 |
Hanover County received the 2010 Go Green Challenge Award for the second consecutive year. This award, given by the Virginia Association of Counties and Virginia Municipal League, recognizes local governments that promote sustainable practices in energy management. It’s a “friendly competition that promotes the implementation of environmental policies and practical actions that reduce carbon emissions,” according to VACo. It’s also the second consecutive year that Hanover has won the award. Receiving the award on behalf of the County was Dave Butler, Director of the Department of Facilities Management. Presenting the award is Matte Anderson, Area Leader for TRANE. |

Dorothy Gibson of Hanover Community Services received the Lifesavers Award from VML Insurance Programs. The award is presented to a person who is directly responsible for saving a human life, going beyond the regular duties required by their occupation. Dorothy Gibson was awarded for reacting in a calm manner to save the life of a client choking on food. “I want to congratulate Dorothy Gibson for the receipt of this award and commend Hanover County for keeping up with the ongoing safety trainings that may have helped prevent a tragedy from occurring,” said Steve Craig, managing director of VMLIP.  Virginia Henry Shelton was recognized by Mr. Via and the Board of Supervisors. Mrs. Shelton observed her 105th birthday on Sept. 8. When she was born, Roosevelt was president…Theodore, not Franklin. A member of Providence Baptist Church since 1917, Virginia Henry Shelton is considered the mother of the church. On September 29, Virginia Henry Shelton was part of a group invited to Southampton Recreation Association to meet President Obama during his visit to Richmond. “Virginia Henry Shelton’s life is and has been an example to those around her,” the Board’s resolution read. |

 Robert M. Ostergren was recognized by Mr. Via and the Board of Supervisors for his 23 years of service as the County’s registrar. Throughout his tenure Robert M. Ostergren provided dependable and helpful service to the citizens of Hanover County and his leadership helped to guide Hanover County through the change from manual voter registration to an electronic-based system. Ostergren retired effective December 1. He was also thanked by Susan Leachman of the County’s Electoral Board, who presented him with a copy of “Nature’s Bounty, Nation’s Glory: The Heritage and History of Hanover County”. |

 Raymond D. Lee was recognized by Mr. Via and the Board of Supervisors for his 29 years of service as an employee of the Department of Public Works. Lee was Waste Collection Superintendent for the Department and was largely responsible for the Department’s solid waste operations winning a number of awards over the years, including recognition by the Solid Waste Association of North America, the Virginia Association of Counties, the National Association of Counties and the Virginia Recycling Association. Lee retired effective November 15. |

Buddy Kelly, November 23, 2010 |
 James C. “Buddy” Kelly was recognized by Mr. Stanley and the Board of Supervisors for his more than 50 years of faithful and truly remarkable service to Hanover County. Mr. Kelly was Hanover’s first paid Fire Chief in 1956 but in many of his roles he has been a volunteer. For example, he is the past Chairman of the Hanover Older Perspective Committee and one of the initial champions of Hanover’s Promise, working to ensure that Hanover County is a place where every child has the opportunity to succeed. He also served as the Beaverdam District’s representative on the Heritage Day committees and has just completed over six years of dedicated service as a member of the Hanover County Council on Aging representing the Beaverdam District. James C. “Buddy” Kelly has served as an integral member of the Hanover/Ashland TRIAD SALT Council, providing education to senior citizens on safety and crime prevention, and has represented Hanover County on the Advisory Council for Senior Connections, The Area Agency on Aging. James C. “Buddy” Kelly, Jr. also served on the Hanover Veteran’s Memorial Committee and was instrumental in ensuring that the Hanover’s Veteran’s Memorial was built as an ever-present reminder of the service and ultimate sacrifice of our military men and women. Mr. Kelly also has been an active member and served as President of the Hanover Chapter of the AARP and has been a long standing member of numerous civic organizations such as the Jaycees, the Ruritan Club, and Lions Club. The Board saluted Mr. Kelly’s for his “exemplary commitment to his community.” |

Margaret Sellers, Oct. 27, 2010 |
Margaret A. Sellers was recognized by Ms. Winans and the Board of Supervisors for her 36 years serving and advocating for the needs of persons with mental illness and substance use disorders. She began her career with Hanover County as Director of Mental Health and Substance Abuse on June 1, 1995 and became the County’s Director of Clinical Services on July 1, 2008. In this role she supervised the Mental Health and Substance Abuse Services division of the Community Services Board. Margaret A. Sellers was directly responsible for the development and implementation of programs that serve children and adults in Hanover County, including the Intensive Community Treatment Team, the RAFT House, Youth Day Treatment, Juvenile Drug Court and the new KITT (Kids Intensive Treatment Team). She has also been an active participant in regional collaboration efforts to increase access to services that might not otherwise be available for Hanover County residents. For example, she has served as a member and vice chair of the Community Criminal Justice Board, a member of the Central Virginia Health Planning Agency and a member of the statewide Pharmacy and Therapeutics Committee. She has also served as a leader in the development and implementation of the electronic health record, which will improve documentation and accountability of services. The Board offered Margaret A. Sellers its best wishes for a long, healthy and happy retirement. |

The Department’s employees worked 250,529 hours without any time lost to injuries in 2009. Hanover County Community Services is the only local government agency in its category to be recognized as a 2010 “Industry Leader” by the National Safety Council. |

The Board noted that under Colonel Cook’s leadership the Hanover Sheriff’s Office has become not only one of the most respected, efficient and proficient agencies in the State of Virginia but is the only Sheriff’s Office in the Commonwealth with law enforcement responsibilities that is both internationally and state accredited. Col. Cook’s dedication and stalwart service to the County and its citizens represents the best attributes of Hanover County employees and has had a major impact on the quality of life in the County, with Hanover consistently enjoying one of the lowest crime rates in the region during his tenure. The Department of Economic Development was recognized by Mr. Via and the Board of Supervisors for winning a 2010 Virginia Association of Counties’ (VACo) Achievement Award for its Dominion Resources GreenTech Incubator partnership with the Town of Ashland, Dominion Resources, the Virginia BioTechnology Research Park (VBRP) and the Virginia Biosciences Development Center. Opened in January, the GreenTech Incubator program aims to develop (‘incubate’) high-technology growth companies that will offer innovative products and services in the alternative energy field and other clean and green technologies. Robert W. Herzog, former principal at Beaverdam High and Elementary Schools, was recognized by Mr. Stanley and the Board of Supervisors. Mr. Herzog first came to Hanover County as a student at Randolph-Macon College and after graduation was appointed principal of Beaverdam High and Elementary Schools, where he served from September 1950 until June 1954. During his tenure Mr. Herzog worked to improve the high school curriculum by offering science, math and foreign language courses not previously available; encouraged all students to participate in sports making certain uniforms were available; and created an atmosphere of respect among students and faculty. Following his tenure at Beaverdam Schools, Mr. Herzog served as Assistant Headmaster at Norfolk Academy from 1954-1959 and was recruited by Hampton Roads Academy for the position of Headmaster where he served until 1961. He joined St. Christopher’s School as Assistant Headmaster in 1962 and remained there until his retirement in 1990. “The Robert Williams Herzog Award” is presented each year to the St. Christopher’s School student who is not only a top athlete but also a top scholar. |

Longtime Patrick Henry head football coach Ray Long was recognized by Mr. Stanley and the Board of Supervisors upon his retirement. During his 28 seasons at Patrick Henry, Long finished with 228 wins, most for any football coach in Central Region history. In 1994 his Patriots capped an undefeated season by winning the Virginia High School League Division 5 State Championship, defeating Deep Creek 21-7. Coach Long’s teams also twice finished as state runners-up, in 1996 and 2001. During his tenure the Patriots won six regional titles and at one point between 1993 and 2000 won 44 consecutive Colonial District games. Coach Long was named Colonial District Coach of the Year on 10 occasions and Central Region Coach of the Year six times. |

Frank D. Hargrove Sr., Hanover County’s longtime representative in the Virginia House of Delegates, chose not to seek re-election this year after 28 years of service. He was recognized by Mr. Gordon, Mr. Stanley and the Board of Supervisors, who thanked him for his leadership. Del. Hargrove worked tirelessly to help maintain a positive economic environment and maintain Virginia’s preeminent status as a great place to live, raise a family, or start a business and also was a leading voice in the Virginia House of Delegates on behalf of the mentally and physically disabled. Del. Hargrove thanked the Board for the recognition and related the story of his service on a committee that redistricted the County in the 1960’s. During that process, not only were the current County magisterial districts formed but they also were named “…around my kitchen table,” he said with a laugh. |

Mrs. Jerry has been a member of Jerusalem Baptist Church in Doswell, where she still sings with the Senior Choir, and is a former member of Missionary Circle and Usher Board. She is noted for her community service and outreach especially fundraising on behalf of the Hanover County NAACP and the collection of clothing for the Hanover Children’s Home. Mrs. Jerry’s daughter, Edith J. Patterson of the Charles County (Md.) Commissioners, also presented a history of Charles County to Mr. Stanley and other members of the Board of Supervisors. |

Aubrey Hopson, formerly of the Hanover County Sheriff’s Office, was recognized by Mr. Gordon and the Board of Supervisors. Aubrey Hopson served the citizens of Hanover County in the Sheriff’s Office for 32 years before his retirement earlier this month. After being hired on July 1, 1977 as a patrol deputy, he worked his way through the ranks in the Uniform Patrol and Investigative Divisions. In his most recent assignment as Major, Hopson was directly responsible as Officer-in-Charge of the Investigative Division and supervised those who are responsible for a high clearance rate (62.4% last year). The Board’s resolution noted that Aubrey Hopson served the citizens and the Sheriff’s Office by providing leadership through guidance, religious philosophy, and by setting an example to all persons and employees he encountered during this service. He graduated from the Professional Executive Leadership School, received the Secret Service Dignitary Protection Certificate, and in 2007 received the Congressional Veteran Commendation for his 27 years of service in the U.S. Army. Aubrey Hopson proudly served in the U.S. Army on active duty for 6 years including service in Vietnam, and 21 years in the Virginia Army Reserve National Guard. As a member of the 183rd Personnel Services Company he was deployed under Operation Desert Calm, later known as Desert Storm. The Board recognized Terry Gay’s dedicated service to the County and offered its best wishes for a long, healthy, and happy retirement. |

John Dyer of Ashland, who is a volunteer assistant coach for runners at Patrick Henry High School, was recognized by Mr. Via and the Board of Supervisors for his outstanding performance in the World Masters Track and Field Championships held in Lahti, Finland, July 28- August 9, 2009. Mr. Dyer finished fourth in the 400-meter hurdles for men 50-54 years of age. He was one of only three Americans to make the finals and was the fastest of all American runners competing in the event. |

Sumpter Priddy was recognized by Mr. Via and the Board of Supervisors for his work in getting published Hanover County’s first comprehensive history, “Nature’s Bounty, Nation’s Glory: The Heritage and History of Hanover County, Virginia.” Mr. is a native and resident of Hanover who had a dream of preserving the rich heritage and history of the County for future generations. In 2004 he organized the formation of the Heritage and History of Hanover County, Inc., a non-profit 501 (c) (3) educational corporation, an organization devoted to the development and publication of a history book on Hanover County. The book was unveiled on August 30 and is now on sale. This first comprehensive history of Hanover County chronicles the lives of Hanover residents from 1720-1950. The Board’s resolution stated that “Mr. Priddy’s hard work sets an example for the citizens of Hanover through his active participation and further demonstrated his dedication to the County of Hanover.” The Board expressed their grateful appreciation to him and presented to him a painting of the historic Hanover Courthouse and old stone jail. |

Anne Melton, who is retiring from the Parks and Recreation Advisory Committee, was recognized by Mr. Via and the Board of Supervisors. Anne Melton was appointed by the Board of Supervisors to represent the Henry Magisterial District on the Parks and Recreation Advisory Commission from 1994 through 1999 and then reappointed to represent the Mechanicsville Magisterial District from 2000 to 2009. Anne Melton has been one of the longest serving members of the Parks and Recreation Commission and provided a significant service to the County through her continuous support of special events and programs. The Board expressed its heartfelt appreciation for her 15 years of loyal service. |

| Eagle Scouts Smith, March 25, 2009 |
Two Smith brothers from Troop 555 were recognized by Mr. Via and the Board of Supervisors. One brother carried out a community project by completing a landscaping project on the front courtyard of Commonwealth Christian Academy in Richmond. The other brother helped Habitat for Hanover build a structure at Cool Spring Baptist Church to serve as a collection point for recycled aluminum cans. The brothers are pictured with his parents. |

Eagle Scout Lough from Troop 521 was recognized by Mr. Via and the Board of Supervisors. Eagle Scout Lough carried out a community project by designing and constructing a ramp that will enable children with special needs to mount and ride horses as part of the Freedom Riders Therapeutic Horse Riding Program. To achieve this high honor Eagle Scout Cavanaugh carried out a community project of wildlife habitat enhancement at the 301 Landfill for the Hanover County Department of Public Works by constructing and installing wood duck houses around the water basins and planting a wetland transition area with a combination of seeds designed for deer and turkeys.
