Hanover Community Corrections & Pretrial Services Agency

The Hanover Community Corrections & Pretrial Services Agency is but one part of the criminal justice systems serving the citizens of Hanover County, Caroline County and the Town of Ashland. Community Corrections recognizes that each segment of the system impacts the nature and size of the jail populations. We endorse, to the extent consistent with the primary goal of public safety and security, the development of alternatives to incarceration (such as community service, electronic monitoring, home incarceration, pretrial services, and community based probation) as an integral part of the criminal justice system. Community Corrections must also serve the needs of all user agencies and individuals, including law enforcement, the courts, attorneys and community organizations.

Community Corrections

The Community Corrections Program assist the Courts in Hanover and Caroline County by providing supervision of adult offenders. This program is funded by the Department of Criminal Justice Services and the local government, it is available to the citizens of Hanover County, Caroline County and the Town of Ashland.

This Program is designed to effectively supervise those placed from the General District, Juvenile & Domestic Relations and Circuit Courts.

Supervision will include an assigned local probation officer who will coordinate the following services for offenders as needed or ordered by the court:

  • Substance Abuse Screening and Evaluations
  • Substance Abuse Counseling
  • Alcohol/Drug Testing
  • Domestic Violence Counseling
  • Sex Offender Counseling
  • Shoplifting Prevention Program
  • Community Service Work
  • Collection of Restitution to Victims
  • Enforcing Special Condition as ordered by the Court

Supervision may also include Electronic Monitoring or House Arrest when ordered by the court.

Pretrial Services

Pretrial Services is available to provide assistance to judicial officers, to improve public safety and provide information about defendants at the time of their arraignment to the court.

Each defendant who is committed to the Pamunkey Regional Jail will be interviewed prior to their arraignment, at which time a criminal history will be conducted. This information is then provided to the Judge and the Commonwealth Attorney's office. The paperwork is completed to verify the financial status of the defendant prior to arraignment in order to allow the court to assign a court appointed attorney if necessary.

The Judge or Magistrate may release a defendant from incarceration to the supervision of the Pretrial Services Officer. They may order special conditions for the defendant to comply with while released awaiting trial or sentencing. These may include:

  • Substance Abuse Screening and Evaluations
  • Substance Abuse Counseling
  • Alcohol/Drug Testing
  • Domestic Violence Counseling
  • Anger Management Counseling
  • Sex Offender Counseling
  • Shoplifting Prevention Program
  • Enforcing Special Condition as ordered by the Court

The Pretrial Officer meets frequently with the defendant to ensure his/her compliance with the conditions of release and to ensure his/her appearance at future court hearings. This supervision may include electronic monitoring, house arrest, being barred from certain locations, or enforcement of no contact orders.

Electronic Monitoring

Enables the monitoring of offenders with the use of an electronic transmitter that is fastened to the individual's leg. This transmitter sends a signal that allows the local probation officer to ensure the offender remains in his/her residence for an assigned amount of time. There is twenty-four (24) hour monitoring of this system and any violators are immediately reported to the court.

This equipment is available for use with a pretrial defendant or a community corrections offender. The offender will pay a setup fee to have the equipment installed and a daily fee for the equipment's operation and monitoring. An assigned local probation officer maintains regular contact to obtain urine screens for testing. This program then allows the offender the opportunity to remain in their home, thus reducing the cost of incarceration to taxpayers. Public safety is maintained through constant monitoring of the offender’s whereabouts.
