HANOVER COUNTY GOVERNMENT BUILDING

The County Administrator’s Office is located on the second floor. Cecil R. Harris Jr. is Hanover’s County Administrator. The County Administrator implements the policies and procedures established by the Board of Supervisors and is the chief executive of the county government. Harris directly supervises the Departments of Human Resources, Economic Development, Social Services and Community Resources.

Joseph P. Casey, Deputy County Administrator, supervises the departments of Finance, Assessor's Office, Fleet Services, Information Technology, Internal Audit, Purchasing and General Services, Public Information, and Facilities Management. James P. Taylor, Assistant County Administrator, supervises Fire/EMS, Animal Control, Building Inspections, Emergency Communications, Community Corrections, Juvenile Probation,Court Services Unit, Health Department and CSB. Frank W. Harksen, Deputy County Administrator, supervises the departments of Planning, Public Works, Public Utilities, Parks and Recreation, Library, and Extension Office.

The County Attorney’s Office is located on the second floor. Sterling E. Rives III is the County Attorney. The County Attorney’s office provides legal services to the Board of Supervisors and County Government. The County Attorney’s office can be reached by calling 804-365-6035.

The Department of Public Utilities, located on the first floor, operates systems that provide water to about 19,081 customers and sewer service to about 17,247 customers. The Planning Department implements the County’s goals and objectives for all land use matters, including enforcement of zoning and subdivision ordinances. It also provides staff support for the Planning Commission, Architectural Review Board, Board of Zoning Appeals, and Historical Commission. David P. Maloney is the Acting Director of Planning. The Department of Public Works, located on the first floor, deals with transportation issues, solid waste disposal, storm drainage and compliance with Chesapeake Bay Protection and other environmental regulations. J. Michael Flagg is Director of Public Works. Steven E. Chidsey is the Solid Waste Manager. The Department of Public Works is also responsible for the Hanover Airport near the Hanover Industrial Air Park, north of Sliding Hill Road. The Building Inspector’s Office, located on the first floor, issues building, plumbing, electrical and mechanical permits and handles other building-related matters. Richard E. WICKHAM BUILDING

The Treasurer’s Office collects county real estate and personal property taxes and administers the payment of dog licenses and vehicle decals. M. The Commissioner of Revenue’s Office assesses business and personal property and maintains real estate and income and personal property records. The Internal Audit Department performs audits of County and School activities with reports of results and recommendations made to County and School officials. Melanie D. The Department of Human Resources provides services to Hanover County employees, constitutional officers, the Circuit Court, the Department of Social Services, the Pamunkey Regional Library, the Pamunkey Regional Jail, and the general public. “OLD COUNTY CLERK’S OFFICE”

The Finance Department helps develop the County’s budgets and financial reports and keeps detailed accounting records. Kathleen T. Seay is Director of Finance. The office number is 804-365-6015.

The Department of Purchasing and General Services coordinates the acquisition of all goods and services for the County. VAUGHAN-BRADLEY LAW ENFORCEMENT BUILDING

W&W BUILDING

The Hanover Community Corrections & Pretrial Services Program assists the Courts in Hanover and Caroline County by providing supervision of adult offenders. The program is available to the citizens of Hanover County, Caroline County and the Town of Ashland. Maranda R. Tyler is the Senior Local Probation Officer. The office number is 804-365-6873.

The Hanover County office of Virginia Cooperative Extension, the educational outreach arm of Virginia Tech and Virginia State Universities, offers programs in Agriculture, Family and Consumer Services and 4-H Youth Development. FIRE/EMS BUILDING

AT TAYLOR HOUSE COMPLEX

The Department of Parks and Recreation operates the County’s seven parks and other recreational facilities and oversees leisure time activities and recreational programs offered by the County. The Department of Animal Control enforces laws designed to ensure the proper humane care and treatment of all animals and operates the animal pound. Sgt. Kevin M. AT RUTLAND BUSINESS CENTER

The Rutland Business Center is located off U.S. Rt. 301 one half mile north of the I-295 interchange. The Department of Economic Development is located in Suite E. This department is charged with maintaining a business climate that fosters the retention and expansion of existing businesses and attracts new businesses. Susan K. Deusebio is the Deputy Director. AT HANOVER HUMAN SERVICES CENTER (Ashland)

The Department of Social Services administers a variety of public assistance and social services programs. Hanover Community Services Board Offers a wide variety of Clinical, Rehabilitative, Preventative, and Community Educational Services tailored to meet the needs of individuals, families, and the Hanover Community. The Department of Community Resources serves as a volunteer center for Hanover County by providing information on volunteer opportunities to citizens, providing support services to government and non-government agencies that use volunteers, and providing information and referral on community needs and resources. The Hanover Health Department provides various health-related programs including surveillance and prevention of communicable diseases, immunization and inspection programs. The department offers health clinics and coordinates programs such as WIC with various state and federal agencies. Environmental Health Services tests home site soil for percolation and evaluates restaurants, schools, motels and festivals for food service safety.
