Facilities Management DepartmentBuilding

 
Facilities Management is responsible for property management, maintenance, housekeeping, telecommunications and renovation of all non-school, County owned facilities. Overall responsibility consists of planning, budgeting, and operations of a preventative maintenance program, in-house repairs, telephone system, and alterations of the buildings and related mechanical, electrical, and plumbing systems; including heating and air-conditioning.


Mission

The mission of Facilities Management is to provide clean, safe and reliable facilities and telecommunications for the employees and citizens of Hanover County.

Facilities is represented by five distinct functions or areas of responsibility.

Custodial

Administration

The Facilities Management Administration is staffed by the Department Director, Assistant Department Director and a Work Load Coordinator.

Administrative responsibilities include:

  • Prepare and finalize annual and five-year operations and capital budget.
  • Oversee expenditures and contract performance.
  • Provide assistance in project development, bidding, and space planning.
  • Strategic planning and cost accounting for department.
  • Department personnel administrative issues including employee evaluations, merit increases and payroll.

Maintenance

Maintenance is provided to all county owned buildings and facilities and is staffed by a working group supervisor and four maintenance technicians.

Facilities Management presently provides maintenance to approximately 492,000 square feet of various size, age and types of buildings which at times is very challenging.

Preventative maintenance is accomplished on a daily, weekly, monthly, quarterly and annual basis which allows Facilities to monitor the condition of equipment and plan for replacement before catastrophic failure occurs.

The implementation of our new web based work ticket system, Corrigo, will allow Facilities more flexibility utilizing mobile communications for fast and accurate work assignment and better monitoring and reporting of infrastructure for improved cost accounting.

Telecommunication

The telecom operations portion of Facilities is staffed by one Telecommunication Technician with assistance from contracted vendor. Telecom provides maintenance and service for telephone lines, devices and switches for all County facilities including schools.

Services include help support, feature changes, software backup of switches, moves, training and equipment recommendation.

Project Management

Facilities Management provides in house assistance to all departments for creating and managing various projects from painting and carpeting to redesign and renovation of facilities including budgeting and contracts.

Facilities is presently managing the development of a new master plan for the County Complex which will identify key building sites and future infrastructure. Other recent projects include the selecting and installation of new stand-by generators for our Health department and the Wickham building which houses our IT department, well replacement at East Mechanicsville fire, replacement chiller for Social Services and re-roofing of Wickham building.

Custodial

Custodial services are outsourced except a part time, County employed custodian supervisor who oversees the cleaning operations. Presently custodial services cleans approximately 265,495 square feet of County owned and leased facilities at various locations throughout the County.
