Financial Operations

Ensures fiscal integrity for safeguarding assets and disbursement of county funds. Responsible for payroll and accounts payable operations for all county departments. Provides information to internal customers (employees and departments), as well as external customers (vendors and government agencies).

Responsible for:

  • Semi-monthly payrolls for approximately 1350 employees.
  • Remitting all tax withholdings as well as processing all tax & wage reports (W2'S, VEC, 941, etc.).
  • Researching tax issues to determine appropriate handling.
  • Managing county's self-insurance fund for health coverage for all county and school board employees.
  • Reconciling payroll benefits, withholdings and expenses from payroll system reports to general ledger accounts & billing statements.
  • Processing and paying invoices for county purchases.
  • Retaining records on payments made.
  • Providing training and guidance on county financial policies, regulations, and procedures.
  • Assisting with the formulation of payroll, health care, and revenue budgets.
  • Serves as fiscal agent for the Pamunkey Regional Jail.
  • Payroll processor for Pamunkey Regional Library.
