Board Approves Six-Year Secondary Road Plan

The Hanover Board of Supervisors
on Nov. 25 adopted a six-year plan for secondary road construction.
The adopted six-year plan emphasizes safety improvements that can
be completed with available funds in a relatively short period of
time. This change in strategy enabled the Board to add 15 projects
to its six-year plan.
Construction of the following safety improvements is to begin in
2005:
- Sliding Hill Road between Atlee Station Road and New Ashcake
Road, shoulder wedging (adding pavement to shoulders) and pavement
overlay (also called plant mix).
- Creighton Road between I-295 and Cold Harbor Road, shoulder
wedging and pavement overlay.
- Pole Green Road between Pine Hill Road and Rt. 360, shoulder
wedging and pavement overlay.
Construction of the following safety improvements is to begin in
2007:
- Atlee Station Road between Honey Meadows Road and Kings Charter
Drive and between Kings Charter Drive and Charter Gate Drive,
shoulder wedging and pavement overlay.
Construction of the following safety improvements is to begin in
2008:
- Lee-Davis Road between Cold Harbor Road and Rt. 360, shoulder
wedging and pavement overlay.
- Sliding Hill Road at its intersection with Air Park Road, turn
lanes and signalization.
- Spring Road bridge over the South Anna River, raise approaches
and replace bridge.
- Pave River Road from Rt. 360 to Hanover Town Road.
Construction of the following safety improvements is to begin in
2009:
- Lee-Davis Road between Rt. 360 and Pole Green Road, shoulder
wedging and pavement overlay.
- Creighton Road between Cold Harbor Road and Walnut Grove Road,
shoulder wedging and pavement overlay.
- Pave unpaved sections of Verdi Lane and Academy Drive and widen
to 18 feet.
Construction of the following safety improvements is to begin in
2010:
- Courtland Farm Road from Rt. 301 to the end, reconstruct existing
hard surface.
- Replace Georgetown Road bridge over Crump Creek.
- Pave Dunn Road from Rt. 33 to dead end and widen to 18 feet.
Capacity needs of these major roads continue to be recognized within
the six-year plan:
- Reconstruction of Atlee Station Road between Route 301 and Honey
Meadows Road is scheduled to begin in the late fall of 2004. The
result will be an improved two-lane road.
- Pole Green Road will be widened to four lanes between AMF Drive
and Bell Creek Road. Projected advertisement in July 2006 and
projected construction beginning in the spring of 2007.
- The intersection of Sliding Hill Road and New Ashcake Road will
be improved with left and right turn lanes and signals. Projected
advertisement in November 2006 with projected construction in
the spring of 2007.
- Widening of Meadowbridge Road from Industrial Road to the Henrico
County line, including replacement of the bridge, will be done
in conjunction with the widening of Meadowbridge Road in Henrico
County beginning in the summer of 2007.
- There will also be major improvements to the intersection of
Lee-Davis, Cold Harbor and Walnut Grove roads, including left
and right turn lanes and a new signal. Work on that project will
begin in the spring of 2007.
In addition to River Road and Verdi Lane/Academy Drive, the adopted
six-year plan also includes paving of portions of the following
roads: Lucas Road, Breedens Road, Cedar Crest Road, Grover Cocke
Road, Profitt Farm Road, Binns Road, Hartley Road, Askew Lane and
Tower Road.
Paving of Carter Heights Road, Bazile Road, Russet Lane, Fountain
Road and Holly Hill Road are all due to be completed this month.
Roads to be strengthened with "plant mix" include portions
of Bell Creek Road and Walnut Grove Road in the suburban area and
portions of Cauthorn Road, Ashland Road, Ashcake Road, Old Washington
Highway, Cedar Lane and Old Ridge Road in the rural area. "Plant
mix" smoothes out roads and makes them safer. The adopted road
plan includes $3.4 million for plant mix over the next six years.
Of the nearly $28 million expected to be available over the six
years, about 34% is proposed to be allocated for projects in rural
areas and about 66% for projects in suburban areas.
Hanover County has also assigned federal funds to improve CSX railroad
crossings at Verdon, Teman, Beaverdam School and Beaverdam Roads.
Those projects should be completed soon.
